It measures elapsed time, so the start date is not counted as a completed day. Add one if you need the inclusive count that contract and booking wording often means.
Why use UTC for a simple date difference?
Local clocks jump for daylight saving, and a naive difference across that jump can be an hour short. Treating both ends as calendar dates avoids the problem entirely.
