Scald risk falls steeply as temperature drops
Exposure time to a serious burn is measured in seconds at the top of the range.
CPSC materials on tap water scalds describe third-degree burns from roughly two seconds of exposure at 150°F, about six seconds at 140°F, and about thirty seconds at 130°F, while 120°F requires minutes. Children and older adults are the majority of serious cases, which is why 120°F is the common consumer recommendation and why hand-testing before bathing matters regardless of the setting.
Bacterial guidance points the other way
Legionella grows in the warm middle of the range, not at the hot end.
CDC guidance for potable water systems identifies roughly 77–113°F as the favorable growth range and notes that storage tanks can hold layers cooler than their set point. Building-water guidance therefore leans toward hotter storage with hot water kept circulating above 120°F. That guidance addresses facility water management, not a single-family tank, but it explains why a very low setting is not automatically the safer choice.
A mixing valve is how both goals coexist
Store hotter, deliver cooler, at the fixture.
CDC design guidance recommends thermostatic mixing valves installed as close to fixtures as possible, precisely so a system can prevent scalding while permitting circulating hot water above 120°F. That is the mechanism that resolves the apparent conflict; installing or adjusting one is plumbing work governed by local code and the manufacturer instructions.
The energy argument is real but smaller than it sounds
A hotter tank loses more standby heat and mixes down at the tap anyway.
Water heating is a large share of household energy, so a lower set point reduces standby losses and the energy spent reheating. The saving is genuine but modest, and it is the weakest of the three considerations when a household includes small children, someone with reduced sensation, or a person at higher risk from waterborne bacteria.
Measure what arrives, not what the dial claims
Dial markings are frequently wrong by several degrees.
Run the tap farthest from the heater until the temperature stops rising, fill a cup, and read a kitchen thermometer. Compare that with the dial before adjusting anything, change the setting in small steps, and re-measure after a few hours. Follow the manufacturer label on the tank, local code, and any landlord or facility policy where one applies.
