Separate subject motion from camera motion
The two blurs need different fixes.
If the whole frame streaks in one direction, the camera probably moved. If the environment is sharp but a runner blurs, the subject moved during the exposure. Stabilization helps the first problem; it cannot freeze the second.
Starting points, not promises
Shutter needs vary with speed, direction, distance, and magnification.

These values are test points. A subject crossing the frame needs more speed than one moving toward you, and greater magnification makes the same angular movement more visible.
The reciprocal rule is only a first check
Pixel density, stabilization, technique, and output change the limit.
The traditional starting point—roughly 1 divided by focal length—was built around 35 mm film. High-resolution sensors and close inspection can demand more speed; stabilization and disciplined technique can allow less. Test your keeper rate instead of trusting a slogan.
Panning keeps relative motion small
Follow the subject during a deliberately slower exposure.
Begin tracking before pressing the shutter, rotate smoothly from the torso, and continue after the frame. Try a sequence of shutter speeds and evaluate the balance between a readable subject and a directional background.
Set shutter before ISO when sharpness matters
Let ISO rise before accepting unwanted motion blur.
Noise can often be reduced or tolerated; motion detail that was never recorded cannot be recovered. For documentary action, choose the shutter speed that protects the moment, choose aperture for depth, then allow ISO to reach the required brightness.
