What is the difference between percentage and percentage points?
A percentage describes a share or relative change. Percentage points describe the direct gap between two percentage values, such as 20% to 25% being 5 percentage points.
Why is percentage change undefined from zero?
Percentage change divides by the starting value. When that value is zero there is no finite denominator, so reporting a percentage would be misleading.
