Should I tip on the pre-tax or after-tax amount?

Practices differ. The calculator uses the bill amount you enter, so enter the pre-tax subtotal if that is the convention you want to follow.

Why can a split be off by a cent?

Currency is rounded to whole cents. When a total cannot divide evenly, one or more people may need to adjust by a cent to match the exact bill.
